CELESTIA-APP v8.0.3-mocha — Mocha upgrade

Dear partners and node operators,

We are pleased to announce a new version of celestia-app today. Please upgrade as soon as possible to benefit from the latest fixes and improvements.

This release is intended for Mocha. If you are upgrading from v6 or v7, please read through the release notes carefully.

This patch release addresses multiple data race conditions — including in getMinGasPrice and nodeDB.storageVersion (via an iavl upgrade to v1.2.8) — and includes security fixes: a zip-slip guard has been added to multiplexer tar extraction, and Grafana passwords are no longer logged in clear text. Default slashing parameters have also been updated to match mainnet governance settings.

Dependencies updated: rsmt2d to 0.15.2, nmt to 0.24.3, and celestia-core to v0.39.28.
