CELESTIA-APP v7.0.3-mocha — Mocha upgrade

We are pleased to announce a new version of celestia-app today. Please upgrade as soon as possible to benefit from the latest fixes.

This release is intended for Mocha. If you are upgrading from v6, please read through the release notes for upgrading from v6 to v7 carefully.

This patch release includes a security fix that prevents a potential OOM denial-of-service vector, along with several stability improvements — notably resolving panics caused by gRPC port conflicts and nil pointer dereferences in FinalizeBlock.
