CELESTIA-APP v6.4.7-mocha - Mocha upgrade

Dear partners and node operators,

We are pleased to announce a new version of celestia-app today. This is an important release which fixes issues with sentry nodes. Please upgrade as soon as possible to benefit from the latest features.

Celestia-app:

This release includes some bug fixes and improvements. It resolves an important issue with sentry nodes and it is highly recommended that all nodes upgrade as soon as possible on mocha-4.
